Hyderabad, March 30, 2008

The State Government has extended to April 30 the deadline for submission of applications for regularization of unauthorized constructions and illegal layouts in the State under the compulsory Building Penalization Scheme (BPS) and the Layout Regulation Scheme (LRS) scheme. The Municipal Administration and Urban Development have issued GO Ms 271 and 272 for BPS ad LRS respectively. The last date for submission of applications along with the penal fee was March 31 but in view of the court case pending in the High Court, uncertainty had prevailed among the people regarding the status of the schemes.

Many people have not filed applications either with Greater Hyderabad Municipal Corporation or with other Corporations and municipalities and the Government was left with no option but to extend the date for another one month. This is the second time that the State Government has extended the last date while the first one is February 29 following the outcry over steep penal fees. The State Government has took note of the resentment among the public and political parties, the State Government came out with a revised BPS (112) and LRS (113) by taking into account the current land value to calculate the penal amount for violations. After revising the rules, the date was extended to March 31 with a provision to pay penal amounts in two instalments viz fifty percent at the time of application and the rest in six months.

The revised BPS was finalized after the Chief Minister sought adequate relief for old constructions, lower penal rates for buildings on small plots and penal rates based on existing land value. Corporation officials said the extension was made following representations from various quarters and also because of a case pending in the High Court, which was stayed the issuance of regularization certificates to building owners for the time being.
