Says Samal's report is part of writing a book after retirement
Hyderabad, September 17, 2007After the report of the retired Chief Vigilance Commissioner RC Samal's rocked the Government, the Chief Minister Dr. YS Rajasekhara Reddy suspecting the hand of the Opposition leader N Chandrababu Naidu behind the sweeping allegations and said that Samal is putting the information as a precursor for a book he is wishing to write after his retirement. At the meeting head, Dr. Reddy appointed a three member committee headed by the Chief Secretary J Harinarayan to scrutinize the issues raised by Samal and to take corrective measures. The members include Anti Corruption Bureau (ACB) Director General SSP Yadav and Vigilance and Enforcement Wing Director General M Ratan.
Dr. Reddy sought to know how Samal, three days after his retirement, went to his old office, convened a press conference and released a press note. The newly formed committee would also look into this aspect. He pointed out that in his report, he himself admitted that the State Government accepted actions recommended by him in 86 percent of the cases. In the rest of the cases, the Government used its discretion on humanitarian grounds, explained the Chief Minister. He said in an obvious reference to the TDP leader and former Chief Minister N Chandrababu Naidu and opined that a possibility of the greatest manipulator in the State would be involved. During his ten year rule of TDP, they took action against only four All India Service Officers while during the present Government has initiated 13 officers during the past three years. Some of officers were even suspended, he reminded.
The Chief Minister alleged that the previous TDP regime sat on ACB reports and using the same, had even blackmailed some officers. The TDP Government did not even make public the Vigilance Commission reports for ten years, he pointed out. He stood solidly behind Home Minister K Jana Reddy and two of his senior staff and gave them a clean chit.
