SC Commission moots penal punishment for not implementing quota rules

The National Commission for Scheduled Castes (NCSC) has recommended inclusion of a penal clause in the draft bill on Reservation for Scheduled Castes, Tribes and other Backward Classes in civil posts and services under the Government of India. According NCSC, the recruiting officer could face six months imprisonment of fine of not less than Rs. 5,000 or both if he fails to implement the reservation rules.
NCSC acting Chairman Fakribhai Raghabhai Vaghela speaking to media on Friday said that the Government has been asked to introduce a suitable provision for extending reservation in the private sector as it is getting all assistance from the Government for setting up and running the industry. He rejected the reservation facility for the converted Dalit Christian/Muslim as reservation has been provided to the SCs on the basis of various parameters.
He said that a round the clock toll free number 1800118888 was installed in the NCSC headquarters in Delhi so that the SCs from far away places can bring to their notice any atrocity meted out to them. He assured that action would be taken immediately on all such levels. NCSC has suggested incentives to select Gram Panchayats where no incidence of atrocity is reported for a minimum two consecutive years.
