Another GO issued by State Government on Police Reforms
Hyderabad, February 9, 2007In tune with the Apex Court's orders on implementation of police reforms, the State Government has constituted a five member Police Establishment Board headed by Director General of Police. The Board will decide all transfers, postings, promotions and other service matters of officers of the rank of Deputy Superintendent of Police and below.
In respect of transfers and postings of the officers of above the rank of DSP, the Board will only make recommendations to the State Government. Additional DGPs of Law and Order, Administration, Intelligence and CID wings are the member of the Police Establishment Board members. The Board can delegate such powers in respect of lower level functionaries to the appropriate authority. The State Government issued anther GO fixing a minimum tenure of two years to the police offices on operational duties in the filed like Inspector General of Police in charge zone, Superintendents of Police, Station House Officers. According to this, the State Government cannot transfer these officers within two years of posting. However, the officer can be replaced prematurely following disciplinary proceedings, conviction in criminal cases and corruption charges.
With the implementation of police reforms, the influence of political leadership in police promotions and postings will be limited to a minimum. It is understood that the State Government is contemplating to bring in legislation in the forthcoming Budget session amending State Police Manual.
