It may be recalled that the report submitted by retired IPS Officer C Anjaneya Reddy one year after Babri Masjid incident in 1992. Unfortunately, the successive governments have not bothered to implement the recommendations. After the August 25, 2007 Bomb blasts at Lumbini Park and Gokul Chat Bhandar, the State Government woke up and opened the report. The major suggestions of the report include setting up a dedicated police team on the lines of Special Intelligence Branch to gather intelligence on ISI activities with training from the Research and Analysis Wing (RAW) and Intelligence Bureau, changes in the legal framework and absolutely no political interference in the actions of the Police wing.

Sources say that some Senior IPS officers went to his house and discussed what need to be done to tackle the situation. According to him, it said that the National Police Commission recommended that the police be made answerable to the State Security Commission comprising of eminent people, including Opposition leaders instead of the State Government. It is revealed that the ISI sponsored activities began in the State Capital some 15 years ago and have acquired global proportions now. He said that it is the time to have a highly dedicated core team which should be trained by agencies like RAW and IB to gather prior information on planned subversive activities.

Anjaneya Reddy in his report suggested formation of a core team of police officers to work out leads only on ISI activities in the State. He commented that the city police managed to lay their hands on the responsible for the May 18 terror attack at the Mecca Masjid, last Saturday's bomb blasts might have been avoided.
