Bill replaces the Ordinance promulgated last month

The State Assembly on Wednesday passed the AP Assigned Lands (Prohibition and Transfers) bill replacing an ordinance issued last month amidst vociferous protests and slogan shouting by the Opposition parties. The new Act aims at exempting the persons who voluntarily come forward to surrender assigned lands to the Government within 90 days after the Act comes into effect from becoming liable for any legal action.
It empowers the Government to resume the assigned lands under the possession of those other than allotees and use it for public purpose in notified areas. Piloting the Bill, the Minister for Revenue, Dharmana Prasada Rao said the new Act was aimed at protecting the assigned lands and defended resumption of lands as it was meant for public good and that the new Act was also applicable to those who had surrendered their lands in the past.
However, the entire Opposition alleged that the bill was aimed to protect the Chief Minister Dr. YS Rajasekhara Reddy from facing prosecuting since he was in possession of assigned lands. The salient features according to the new Act, it exempts persons who voluntarily surrender assigned land in their possession to the Government within 90 days after the bills comes into effect from being liable for prosecution. The District Collectors have to furnish details of the assigned lands under the possession of others to the registrars in the respective district within 45 days, No person shall acquire any assigned land, either by purchase, gift, lease, mortgage exchange or otherwise. Any transfer or acquisition made in contravention shall be deemed to be null and void. MRO empowered to take possession of the assigned land after evicting the persons who are in its illegal possession.
