Progress in talks with Naxalites
Hyderabad
The latest round of discussions held by the Home Minister, K.Jana Reddy, with naxalite representatives and eight mediators, provided ample indications to the effect. The naxalite representatives informed the press that the State secretaries of the PW and the CPI ML (Janashakti) would participate in the direct talks and they would come without weapons if the Secretariat was chosen as the venue. However, the Government would have to ensure their safe passage back into the forest in the event that the talks failed.

Significantly, the mediators had unanimously endorsed the 'fresh proposal' made by Ramakrishna and Amar through their September 3rd letter and recommended that the direct talks should take place immediately posting the contentious Clause VII of the final talks. The present ceasefire lapsing on September 16th would be extended if necessary.

Government to give Rs. 10 subsidy for Rs. 25 minimum bill

Hyderabad
A subsidy of Rs.10 will be given by the Government to all households whose minimum monthly charge for electricity is Rs. 25 now. In effect, these house holds will have to pay a monthly bill of Rs. 30 inclusive of Rs. 15 each towards minimum charge and service charge against Rs. 40. Mr.Rosaiah denied that the Government's decision constituted a significant dilution of the pre-poll promise. He held that the party had promised free power for a single bulb household.

The Government had now decided to waive Rs. 10 constituting the cost of energy consumed by a single 40 watt bulb switched on for six hours a day. However, if the consumption was higher than the maximum of 15 units in any given month, the consumer would not be eligible for the subsidy and would have to pay the actual consumer charges.
