CHANGZHOU, China, Sept. 19 /Xinhua-PRNewswire/ -- The ground breaking ceremony of Changzhou Xinri Chemicals Co., Ltd. was held in Xinbei Industrial Park on September, 13. It is said to be a new important measure to implement the strategy of ''chemical industry development with priorities based on environment protection'' by Changzhou National Hi-tech District (Xinbei District). H igh ranking government officials attended the ceremony, including Han Jiuyun, Yang Pingping, Dai Xiaowen and Jiang Xueqin.

Changzhou Xinri Chemicals Co., Ltd. is solely invested and set up by the Macau Xinyang Group, which is a world-famous manufacturer of unsaturated polyester resin. It covers a land area of 266 thousand square meters, with a registered capital of USD49.98 million and a total investment of USD99.98 million. The completion of the phase I project will lead to a yearly capacity of 250,000 tons of styrene, 100,000 tons of phthalic anhydride, 100,000 tons of hydro-refining crude benzol, and 60,000 tons of unsaturated polyester resin. It is estimated to realize sales of RMB4.5 billion and sales tax of about RMB0.5 billion.

''This company will treat environment protection seriously, invest a large sum of money to set up perfect facilities for environment protection and ensure that they operate properly to reach the set standard of emissions,'' said Zhang Wenjun, chairman of the board of Changzhou Xinri Chemicals Co., Ltd. Changzhou Xinri Chemicals Co., Ltd. will introduce the concept of a circular economy in its project construction. Since some of the projects are exothermal reaction and some are endothermal, a total of 200,000 tons of standard coal can be saved through internal heat conversion. This will reduce to a large degree the environmental pressure along the river and create an economic value of about RMB150 million.

Meanwhile, Changzhou Xinri Chemicals Co., Ltd. and its associates will strengthen construction of the industrial chain. Starting from the production of hydro-refining crude benzol, benzol produced in the process can be used to produce styrene, maleic anhydride and fumaric acid. These, together with Phthalic Anhydride, can be used to produce unsaturated polyester resin; Maleic anhydride and fumaric acid can be used to produce biochemical products, such as aspartic acid.

Industrial chain refers a route through which one or several resources flow to downstream industries crossing several industrial levels till they reach consumers. The more related these industries are and the more tightly these chains are connected, the higher resource allocation efficiency will be achieved. Changzhou Xinri Chemicals Co., Ltd. and its associates will improve its competitiveness, effectiveness and efficiency through an intensive operation on large scale.

Before this event, Polynt Co., Ltd, a company listed in Italian stock market, after its purchase of Changzhou BODA Fine Chemical Co., Ltd within the district, spent more than RMB10 million on their own initiative to reconstruct the sewage pipelines in the factory with the aim of 'zero emission'. Meanwhile, production parameters of various products and automatic control system in Polynt's Changzhou factory take a leading role worldwide. The sales of the factory are estimated to break RMB1 billion in the coming two years.

Polynt's RMB10 million investment on sewage pipelines not only represents the company's high sense of social responsibility, but it is also derived from the ''new administration'' of Xinbei District: To implement the most strict environment protection policy and to support the best while eliminating the worst; strive to be people-oriented and to realize a sustainable development; to build a harmonious industry and community while promoting both economy and ecology.

For years, environment problems have been disrupting the development of Xinbei District. After the establishment of the management committee of Xinbei Industrial Park, the management members believe that the park can only be saved through development of green chemicals and substitution of small chemicals with large chemicals. So, they began a large-scale rectification to the park, such as the clean river water project and protective forest isolated area project, closed management and road accessibility around the park. The traditional fine chemicals in the park is controlled, reduced and eliminated by means of a strict access system based on environment protection while logistics, warehousing and organic chemical raw material projects with large production scales are given priority. Last year, the park refused 41 projects that either did not comply with industry development or were polluting. 96 polluting chemical enterprises, electroplating enterprises and ''5 Small'' enterprises were closed down. Some more will be closed down later this year.

The district encourages enterprises to research and develop products with high technology, small pollution, advanced techniques and broad market potential. It reconstructs or upgrades small chemicals characterized by small-scale, low technique and heavy pollution that take up valuable resources. These measures cleared space for other good projects and helped the area along the river to develop orderly and consistently into a new industrial corridor and ecological corridor as well.

After a series of rectification in the chemical park, a new environment was created where there are fish and shrimps swimming in the river and trees standing along the road. What used to be dirty and chaotic has been marching its way to a provincial level ecological industrial park. ''There are even fish living in the pond of the chemical park. The environment has changeed a lot, far beyond our imagination,'' said Hu Helin, assistant inspector of the provincial environment protection bureau, when he was making acceptance-checks in the district.
