California Governor Arnold Schwarzenegger recently proposed a plan to provide affordable health insurance to everyone in the state under the age of 18. "Blue Cross California," Mondrus adds, "shares the Governor's concern with California's cost and coverage challenges, and we view many components of the Governor's proposal as very positive. Theoretically, if everyone is insured, the cost of insurance would be less on a per-person basis."

Twenty percent of California residents -- or 6.5 million people -- do not have health insurance. About 800,000 of these uninsured are children.
"Right now, people without health care insurance don't go to doctor's offices," Mondrus explains, "because they would need to pay the entire bill themselves. So, they go to the emergency room instead -- because the ER always accepts patients.
Whenever an uninsured person gets medical attention, though, it costs the medical facility or physician money -- and costs escalate whenever an ER visit is involved. That affects the per-person cost of health care of insured people in California."
Blue Cross of California health insurance supports the governor's call for universal coverage for children and offers its own proposal.
Universal coverage for children is consistent with the Blue Cross California action plan for covering the uninsured released on January 8, 2007.

These two "hot buttons," combined, make the Governor's proposal for comprehensive affordable health insurance challenging:
1. This proposal recommends insuring all children whether they're US citizens or non-citizens currently residing in California. American Health Insurance and Blue Cross California support the concept of health insurance for all children, and we anticipate significant debate over this issue.
2. Massachusetts recently passed a similar health mandate, but that state had approximately 10% (600,000) of uninsured. Compare that to California, with 20% of its population (6.5 million) uninsured, and it's easy to see, Mondrus says, how undertaking an affordable health insurance plan for all would have a major impact on state finances.
