SHRI RAM VILAS PASWAN'S SURPRISE VISIT TO TELEPHONE EXCHANGE IN EAST DELHI MONITORING SYSTEM FOR FAULT FREE SERVICE TO COME UP BY AUGUST 15

New Delhi ~ July 10, 2001

Following a large number of complaints the Minister of Communications Shri Ram Vilas Paswan today made a surprise visit to one of the telephone exchanges in East Delhi. Shri Paswan enquired about the fault and rectification rate and subsequent pending complaints in the telephone exchange. He also verified the effectiveness of rectification of faults and the time taken for restoration of faulty lines. The Minister issued directions that a real time monitoring system be established to cover the facility like Directory enquiry and any call over flow should engineered to raise an alarm at the CGM level. This will be an effective system for ensuring fault free service to the public. He desired that this facility should be functional by 15th August. The Minister also stated that a Call Centre based facility be created for registering the complaints from the public and should be on the pattern of the Grievance Cell working in his office.

Shri Paswan said that all linemen have been provided with pagers for quickly attending to complaints. Wherever any complaint about laxity is noticed it would be dealt with sternly. He said that all the paper cable wires are in the process of being replaced preferably by optical fibre cable. In this connection he said about 99 percent of the complaints are due to fault in the cables. Another reason for frequent breakdowns were due to diggings by civic authorities and other telecom companies. The Minister said that the state agencies have been requested for better coordination and for having common duct for the purpose.

About non-cable faults the Minister said that these should be attended to in a time bound manner preferably within 24 hours. The Minister also stated that action has been taken against a large number of employees for laxity. Later talking to media persons Shri Paswan said that WLL telephones should be kept for emergency particularly where large number of subscribers are affected on account of cable fault. The CMD MTNL Shri Narendra Sharma informed the Minister that as a result of the introduction of `DOLPHIN' and subsequent reduction in tariffs and rentals the cost of mobile calls has considerably come down. He also informed the Minister that the pre-paid card facility is likely to be introduced shortly. The Chairman Telecom Commission Shri Shyamal Ghosh and the Chief General Manager (CGM) Delhi Shri K.H. Khan also accompanied the Minister during the surprise visit.
