EXPLOITATION OF TRIBALS BY NON-TRIBALS

There is no proposal of the Union Government to amend the Fifth Schedule of the Constitution to protect the tribals from exploitation by non-tribals. Besides there is no specific time limit for bringing amendment to the Fifth Schedule of the Constitution. The Fifth Schedule of the Constitution already imposes a special responsibility for peace and good Governance of these areas. As per Fifth Schedule the States may frame regulations/laws for prohibiting or restricting transfer of land by or among members of Scheduled Tribes regulating allotment of land to members of such tribes and regulating carrying on of the business of money lending. This was stated by the Union Minister for Tribal Affairs Shri Jual Oram in a written reply to a question from Shri K. P. Singh Deo in the Lok Sabha today.
