SECURITY IS THE FIRST PRE-REQUISITE FOR GOOD GOVERNANCE - SAYS ADVANI
New Delhi - December 5, 2001

The Home Minister Shri L.K. Advani has said that security is the first pre-requisite for good governance which in turn is a pre-condition for all round prosperity (samruddhi). He said it is the Government's endeavour to strengthen security both external and internal in a sustained manner. The Government believes that governance and internal security play a crucial role in securing a proper business environment that is essential to sustain overall growth of the economy. Shri Advani was speaking at the 74th Annual Session of the FICCI. He said only through speedier and more sustained economic growth we can remove poverty, unemployment and bring fruits of prosperity to all our citizens.

The Minister said good governance is important for ensuring basic law and order in society regulating business transactions and ensuring access to judicial processes to redress grievances. The better the quality of such services that are provided by the Government the greater will be the competitive strength of the national economy.

Referring to terrorism and other threats to internal security and the economy Shri Advani said India has been a victim of terrorism for nearly two decades. It has affected our economy. It is the September 11 strike on the World Trade Centre that made the ugly face of terrorism visible globally. It also vindicated what India had been saying about the need for united global action against terrorism. He said improving the internal security also requires tackling radical ideologies that affect the peaceful life of the citizens. The other threat to internal security is organized crime which with its links to international terrorist networks often threatens the prospects of the various segments of the economy. He also mentioned about corruption in high places which is another destabilizing factor that has to be addressed while ensuring economic security and improving business environment. He said the business community has responsibility in combating corruption in the corridors of power. He said they should not violate or short-change established laws and policies for achieving short-term gain.

The Home Minister said proper governance will help in building the necessary social capital needed for promoting growth. He also said that improving the quality of the social infrastructure services through proper governance will go a long way for the overall productivity of the economy.
