IWS is headed by Dr. Nihar Ranjan Das in Orissa. Dr. D. Swaminadhan, a member of the National Advisory Council (NAC), is consultant to IWS.

Dhinkia was adopted at the invitation of the village leaders. A representative of IWS has temporarily moved in there, to study the requirements of the people, and offer assistance. The first phase of work will involve electrification of six villages: Dhinkia, Mahala, Patna, and Dampada in the Dhinkia Panchayat; Maha Sahi in Nuagaon Panchayat; Nalia Sahi in Gada Kujanga Panchayat.

The tasks of providing clean water, construction of toilets, primary school, and health clinic will be taken up in later stages. The goal is make the village economically self sustainable.
