New Delhi: May 22, 2004

Unexpected style of constituting new Union Cabinet has belied hopes of a continuing political maturity by Congress leadership. Even though the party-leadership successfully resisted undue RJD pressure for Union Home Ministry, yet it failed to restrict to agreed formula of one minister for every 3.5 of their Lok Sabha members by giving eight ministers to RJD and seven ministers to DMK. Inclusion of charge-sheeted persons in the Cabinet is even away from earlier Congress traditions. With too many experienced persons available for the Cabinet, it was highly improper to induce recently-defeated politicians like Shivraj Patil and PM Sayeed in the Cabinet especially when many of the states are totally or inadequately represented. Demotion of youngsters like Jagdish Tytler or downsizing heavy-weight like Kapil Sibbal to rank of Ministers of State also gave wrong signals. Scramble for ministerial posts is proving politics to be a play-ground for corruption and self-interest. Ministries in centre and states should be further down-sized only to needed strength of maximum ten percent strength of the lower House. Congress should take lesson from BJP to act its deserving role of big brother in handling regional allies. Any toppling attempt for Congress-led ministry will itself be suicidal for the toppling ally itself.

However it was much-desired far-sighted political shrewdness of Congress to increase rift between Laloo Yadav and Rambilas Paswan over Railway Ministry which will make Congress getting better seat-sharing in Bihar assembly-elections at cost of Paswan’s Lok Janshakti Party.
