Science and Technology needs more funding and incentives: Sibal
New Delhi: May 24, 2004

Science and Technology needs more funding and incentives to make it more productive and useful for societal development. There is no field which cannot grow or develop without the intervention or application of science and technology. In fact, the scientific departments which are core to development of the country, economy and industry must be made more visible, said the the new Minister for Science and Technology and Ocean Development, Shri Kapil Sibal, after taking over and holding brain storming sessions with various departments of science and technology on the first day itself. He took stock of Department of Science and Technology Department of Scientific and Industrial Research and CSIR and Department of Ocean Development.

The Minister urged all the heads of the Departments to come out with a list of items that need immediate attention and priority. He said solutions would be found to them within three months. He said priority will be given to those regulatory items that hinder or delay the development of science and technology. He was keen on the involvement of industry in R&D and spoke of public-private partnership. He also underscored the need to scale-up Bio-technology programmes, taking into consideration its potential in agriculture, nutritional security, health care and a host of other fields. The Ministry will also take a deep look into IPR and FDI issues, Shri Sibal said. The Minister in a lighter vein added that he will put to use his legal expertise wherever needed.
