Kamal Nath takes over as Commerce & Industry Minister
New Delhi: May 24, 2004

Shri Kamal Nath took over as the Union Minister of Commerce & Industry here today. On assuming charge of the portfolio, Shri Kamal Nath interacted with the Commerce Secretary, Shri Dipak Chatterjee; the Secretary, Department of Industrial Policy & Promotion (DIPP), Shri Laxmi Chand; and Special Secretary (Commerce), Shri S.N. Menon, who briefed him about the present foreign trade and industrial scenario, including issues relating to the World Trade Organisation (WTO).

Shri Kamal Nath emphasised that policies must be export-friendly as the benefits of export growth directly accrued to the common man, especially in terms of generating employment. He indicated that he would strengthen the government’s interface with trade and industry so that foreign trade strategies, including the forthcoming Exim Policy, could be formulated on the basis of widest consultations with all stakeholders. He remarked that he would like his Ministry “to be an enabling Ministry and not a disabling one”. Strategies in the area of multilateral trade negotiations must also be stakeholder-driven, he stressed.

Later, the Minister attended a presentation by DIPP on the FDI scenario. He said that efforts must be made to make the FDI policy more export-oriented.

A member of the Indian National Congress since 1968, Shri Kamal Nath first entered Parliament in January 1980 from the Chhindwara constituency in Madhya Pradesh and has subsequently won Parliamentary elections from the same constituency in 1985, 1989, 1991, 1998, 1999 and in 2004. He was Minister of Environment & Forests during 1991-95 and contributed to the enunciation and development of the National Policy on Ecological Conservation. He was Minister of Textiles during 1995-96. The new Textile Policy was launched by him to increase exports of garments and fabrics. During this period, he also participated in the talks in Geneva relating to phase-out of the multi-fibre arrangement (MFA) under the Agreement on Textiles & Clothing.

A veteran parliamentarian, he represented the country in the United Nations General Assembly in 1982 and 1983 and attended the Ministerial Conference of the WTO in Seattle in 1999 as part of delegation of Members of Parliament.
