Letter to Editor - BJP objections on MS Gill
New Delhi: March 16, 2004

It refers to baseless criticism by BJP on former Chief Election Commissioner MS Gill filing nomination for the Rajya Sabha on Congress ticket. BJP spokespersons have forgotten earlier such precedence like former Chief Election Commissioner TN Sheshan contesting election on Shiv Sena ticket. Persons retired from similar constitutional posts like former Chief Justice of India and retired Comptroller & Auditor General have also joined Rajya Sabha as parties’ nominees. Rather BJP has forgotten its promise to initiate healthy practice of posting non-political persons on post of Governors. BJP’s nominees have also played biased roles on posts like that of assembly-speakers.

Certain modifications are necessary. Members of all constitutional bodies including Election Commissioners must be chosen with consent of Opposition Leader. Post of Lok Sabha Speaker should be upgraded to that of a second Vice President with two Vice Presidents being elected simultaneously with President by all MPs and MLAs in the manner President is elected with provision to elevate senior Vice President to post of President in case of vacancy at post of President. Speakers and Deputy Speakers of state-assemblies should be elected by secret vote in assemblies. Tradition should be to nominate former judges of higher courts or senior bureaucrats having held constitutional posts as state Governors. If such reforms are implemented, then only personalities retired from constitutional posts can be barred to keep away from active politics.
