Kamal Nath meets Sharad Pawar to discuss Agri Issues in the World Trade Organization
New Delhi: June 7, 2004

Shri Kamal Nath, Minister of Commerce and Industry, had a meeting with Shri Sharad Pawar, Union Minister of Agriculture, Food & Civil Supplies, Consumer Affairs and Public Distribution, here this afternoon to take stock of the ongoing negotiations on agriculture in the World Trade Organisation (WTO), and considered issues arising for India in the negotiations, in particular the issue of trade-distorting domestic support in other countries and export subsidies in other countries which impede India’s agricultural exports. They also took stock of India’s food and livelihood security concerns and underlined the importance of safeguarding the interests of Indian farmers in the negotiations.

The Agreement on Agriculture formed part of the Uruguay Round Agreement, which was ratified at the ministerial meeting of GATT member countries at Marrakesh in 1994. The three main pillars of the Agreement on Agriculture are domestic support, export competitiveness and market access. The Doha Ministerial Declaration adopted at the fourth ministerial conference of the WTO at Doha in 2001 committed the WTO member countries to negotiations on all the three pillars of the Agreement on Agriculture. Special and Differential (S & D) Treatment, including food security and rural development, are an integral part of the negotiations. The Doha Declaration had also mandated time-frames for working out framework and modalities for negotiations on Agriculture and for conclusion of the negotiations by January 2005. As the Doha mandated deadlines (of March 2003 and September 2003 -- Cancun) could not be met, the discussions on modalities/framework as an interim stage to modalities for negotiations on agriculture have been going on in the WTO in Geneva.
