Giving this information in the Lok Sabha today, Shri Oscar Fernandes, Minister of State (Independent Charge),for Statistics and Programme Implementation said that inequalities over the years, differences in initial infrastructure endowments, differences in development policies pursued, differences in the programmes implementation levels and levels of community participation in development programmes, are the main reasons for regional disparities.

The Minister further informed that there is a two-pronged strategy to increase the per capita income of the country namely, (i) achieving a higher growth rate of Gross Domestic Product and (ii) containment of population growth rate. In the Tenth Five Year Plan, Planning Commission in consultation with State Governments has set out State-wise break up of the broad development targets, including targets for growth rates and poverty reduction. The efforts of the State in this regard would be supplemented through various Special Programmes, he said.
