Flood Control Projects in India

Flood Management being a State subject, the investigations, planning and implementation of flood management schemes are within the purview of the respective State Governments. The Centre renders assistance that are technical, catalytical and promotional in nature.

The Central Government is also providing financial assistance to the State Governments for taking up critical flood management and anti erosion works. In this connection, a Centrally Sponsored Scheme to take up critical anti erosion works in the Ganga Basin States with an estimated cost of Rs. 178.85 crore (Central Share Rs. 136.17 crore) is presently under implementation. The scheme includes 13 nos. of schemes in Bihar, 14 nos. in Uttar Pradesh, 24 nos. in West Bengal and one each in Himachal Pradesh, Jharkhand and Uttaranchal, out of which four schemes each in Uttar Pradesh and Bihar against which the Central assistance (Rs. 7.33) crore to Bihar and Rs. 8.95 crore to Uttar Pradesh) has been released to the respective Governments are under implementation. In addition, financial assistance is provided to the State of Bihar for maintenance of flood protection works on river Kosi; raising, strengthening and extension of embankments on Lalbakeya, Kamla, Bagmati & Khando rivers and improvement of drainage in critical areas of the country.

Further in order to assist the Government of Assam and other North Eastern States including Sikkim and North Bengal, the Ministry of Water Resources has formulated a Centrally Sponsored Scheme at an estimated cost of Rs. 166.68 crore with 90% as Central share and 10% as State share for taking up critical anti erosion/flood control schemes.

Brahmaputra Board has also taken up critical anti erosion schemes in Dholla Hathighuli and Majuli island in Assam and Pagladiya Dam Project which interalia is estimated to provide protection against floods to an area of 40,000 ha.

As a follow up of the announcements made by the Hon'ble Prime Minister during his recent visits to Assam and Bihar, a 21 member Task Force has been constituted under the Chairmanship of Chairman, Central Water Commission to look into the problem of recurring floods and erosion in Assam and other neighbouring States as well as Bihar, West Bengal and Eastern Uttar Pradesh.

This information was given by the Minister of State for Water Resources, Shri Jai Prakash Narayan Yadav in a written reply in the Lok Sabha today.
