Over 11 lakh workers obtain emigration clearances for employment abroad

More than 11.12 lakh workers obtained emigration clearance from eight Protectors of Emigrants for employment abroad during last three years. These include 2.78 lakh workers in 2001, 3.67 lakh workers in 2002 and 4.66 lakh workers in 2003. The maximum number of 2.35 lakh workers were from Kerala followed by 2.25 lakh workers from Tamil Nadu, 77.54 thousand from Maharashtra and 75.94 thousand from Rajasthan.

This was stated by the Labour & Employment Minister Shri Sis Ram Ola in a written reply in the Lok Sabha today. He said that besides Gulf countries, Saudi Arabia, Malaysia, Singapore, Brunei, etc. employ a substantial number of workers in the construction industry.


The Labour Minister said that steps taken to send skilled, semi-skilled and unskilled labourers include simplification of emigration clearance procedures and expansion of the list of those who do not require emigration clearance. He said that there are 3,785 registered recruiting agencies out of which 1918 are located in Maharashtra.

Shri Ola said that complaints of exploitation by recruiting agents include over charging, sending labourers against non-existent jobs and promising wages higher than those offered by foreign employers. He said that as and when such complaints are received, the concerned recruiting agent is directed to settle the matter failing which action is taken for suspension and thereafter for cancellation of the registration certificate.
