Shell India granted marketing rights for transportation fuels
New Delhi: May 12, 2003

Shri Ram Naik, Minister of Petroleum & Natural Gas has approved a proposal to grant authorisation to Shell India Pvt. Ltd. (SIPL), a subsidiary of Shell Group of Companies for marketing transportation fuels in the country. The authorisation is subject to the company furnishing Bank Guarantee to the Government of Rs. 500 crore towards fulfilling the commitment to invest Rs. 2,000 crore in the building of infrastructure in the hydrocarbon sector. The SIPL is required to sign an agreement with the Government indicating yearwise targetted completion schedule for achieving milestones towards the investment requirement. The company would also be required to set up 11% of the retail outlets in remote/low service areas.

SIPL has plans to set up around 2,000 retail outlets spread all over the country. The company has informed that the preferred source of their supplies would be domestic refineries. They would also prefer to make use of the installations and depots of public sector oil companies spread across the country. With this the utilisation of the domestic refining capacity and the tankage infrastructure would further improve.

This decision goes a long way towards fulfilling the government's goal of bringing in more players in the marketing of transportation fuel so that consumers have a wider choice of quality products and services. At the same time, the new entrant in the lucrative marketing segment of Indian petroleum sector have to commit investment for creating more infrastructure in the country. It may be recalled that in addition to the present strength of about 19,500 retail outlets in the country of PSUs, the Government had already granted marketing rights to Reliance Industries (5,849), Essar Oil (1,700), ONGC (600) and Numaligarh Refinery Limited (510).
