It is indeed a wrong fashion in Indian politics to have so frequent cabinet-reshuffles which adversely affect ministerial efficiency. Such changes are mostly based on political necessities rather than qualifications of the incumbents. A minister like Jagmohan was shifted from Urban Development Ministry only because he was acting against law-breaking encroachers in Delhi. In the erstwhile Jansangh-era, these were the same BJP leaders who used to criticize frequent changes in Congress-led cabinets through their oratory skills as such a system adversely affected ministerial efficiency. But bitter fact is that one realizes the ground reality of adopting such unhealthy tricks when he/ she had a taste of running the government! India should adopt US system where ministries are allotted as per ministers’ specialization and/ or capability to handle specific ministries for the complete tenure.

Political blackmailing for cabinet-changes can only be tackled by electing PM/ CMs by absolute majority through secret vote in the House on nominations signed by at least one-third members with maximum ministers being ten-percent of strength of the House. No-confidence motion may be put to secret vote only on written demand of at least one-third members with compulsion of naming alternate leader in the same motion.
