Centre favours conversion of Forest Villages into Revenue Villages as per Cabinet Guidelines
New Delhi: July 17, 2003

The Centre today expressed its full commitment to conversion of forest villages into revenue villages as per the guidelines approved by the Union Cabinet. The Government is also committed to the regularisation of the pre-1980 eligible encroachments on forest lands without compromising on the provisions of the Forest Conservation Act, 1980. This was stated by the Union Minister for Environment & Forests, Shri T.R. Baalu at a meeting with the Chief Minister of Madhya Pradesh, Shri Digvijay Singh here today.

The Madhya Pradesh Chief Minister requested Mr. Baalu to modify the condition imposed by the Centre while approving the pre-1980 encroachments that the legal status of the encroached lands shall remain as forest after regularisation. Following detailed discussion Mr. Baalu agreed to take necessary steps to modify the condition and allow the land to be converted into revenue land.

Mr. Singh made a reference to the matching Compensatory Afforestation carried out in his state in conformity with the condition imposed at the Centre while approving regularisation of 1,68,000 hectares of encroached forest land. He informed that 1,54,000 hectares of land had been covered with Compensatory Afforestation. Mr. Baalu expressed satisfaction at this development.

The Minister for Environment & Forests raised the issue of eviction from 73,000 hectares of land where encroachments had taken place in the post-1980 period. The Chief Minister categorically assured that his Government would evict all those encroachers in a time-bound manner.

As regards encroachments which took place between 1.1.1977 and 25.10.1980, Mr. Baalu informed that the Centre had already approached the Supreme Court to modify their interim order which restrains the Government from regularising pre-1980 eligible encroachments. Mr. Singh said that his Government would also approach the Apex Court in this regard. He assured Mr. Baalu that he would provide all information wanted by the Ministry of Environment & Forests relating to fulfilment of conditions for regularisation of encroachments.
