BSNL and RAILTEL sign MoU on joint working collaboration
New Delhi: July 9, 2003

A Memorandum of Understanding (MoU) was signed between the Bharat Sanchar Nigam Limited (BSNL) and the Railtel, here today. The MoU was signed by Shri Prithipal Singh, Chairman-cum-Managing Director on behalf of BSNL and Shri A.K. Chopra, Managing Director on behalf of Railtel. The Minister of Communications, IT and Disinvestment, Shri Arun Shourie and the Minister of Railways, Shri Nitish Kumar were present on the occasion.

The highlights of the MoU are that both Railtel and BSNL shall meet each other's requirement of the bandwidth/other services from their network on mutually agreed terms. BSNL shall also provide technical knowhow in designing the telecom network as and when required by Railtel. Both the organisations have further identified some of the areas for follow-up action:

1. Lease of bandwidth/dark fibre by Railtel on specified routes/sections to BSNL wherever feasible as per BSNL's requirement on the golden quadrilateral routes connecting the four major metros of Chennai, Delhi, Kolkatta & Mumbai and other routes.

2. BSNL to examine the feasibility of utilising Railtel OFC network for meeting rural telephony requirements. Available routes/sections or routes/sections already provided by Railtel, to be examined by BSNL for the feasibility of utilising some of these for providing rural telephony by BNSL.

3. Project execution i.e. Laying of Optical Fibre Cable and installation of equipment for Railtel can be done by BSNL, on request by Railtel.

4. BSNL will consider use of Railtel infrastructure to provide continuous coverage of CellOne along specific sections.

5. BSNL may be given priority by Railtel to provide Wireless/GSM PCO's on trains.

6. Railtel may consider deployment of BSNL's technical and financial experts on deputation basis as per Railtel needs.

7. BSNL may offer last mile and interconnection to Railtel for their ILD and NLD requirement whenever licence is granted, on priority.

It has also been decided that a Joint Coordination Committee between the BSNL and the Railtel will be set up to examine further areas of cooperation as per the dynamic requirements of both the organisations in future.

The MoU signed between the two organisations is valid for a period of 12 months.
