Letter to Editor - Delimitation for Lok Sabha
New Delhi: December 12, 2003

It refers to Lok Sabha passing Delimitation Bill 2002 to enable Delimitation Commission for suggesting Lok Sabha constituencies on basis of 2001-census. Delay in starting working on latest census creates doubts of 2004-elections to Lok Sabha to be held on basis of outdated 30-years old 1971-census. Much has changed in these long more than three decades. For example in Delhi itself, Outer Delhi constituency now has about ten times voters than in Chandni Chowk constituency. Continuing with such irrational constituencies causes unfair representation of population in the Lok Sabha.

Delimitation Commission is already equipped with its report prepared on basis of 1991-census. Union Government should ask the Commission to submit an interim report prepared by some minimum modifications of its already prepared report on basis of 1991-census to ensure next Lok Sabha elections to be necessarily held on basis of most-updated report prepared either on basis of 1991-census or on basis of 2001-census but not at all on basis of obsolete 1971-census report.

Delimitation Commission should also consider peculiar situation of some territories in naming and deciding boundaries of constituencies. For example in Delhi, two out of seven seats should be exclusively for trans-Yamuna areas leaving other five to be named as South Delhi, West Delhi, North Delhi, Old Delhi and New Delhi with each of these constituencies having ten assembly seats each!
