Snatching of as many as 26 votes of MLAs by rebel Congress candidate in Rajya Sabha elections from Kerala, stresses the bitter fact of our fractured democratic system that power-hungry politicians in all the parties create party within party with rebel leaders of the ruling party themselves playing role of an Opposition! This is the main reason of evils like jumbo-sized ministries, unstable governments and pre-matured assembly elections costing heavily to public exchequers. Need of the hour is to refine the system effectively by electing Leader of the House in the House through secret vote by absolute majority on nominations signed by at least one-third MLAs with such an elected Leader having restricted power to induct maximum ten-percent ministerial strength of total MLAs. No-confidence motion may be put to secret vote on written demand of at least one-third MLAs with compulsion of voting for alternate leader in the same motion.
