TDP MLA Pithani Satyanarayana files PIL challenging FAST scheme

A public interest litigation petition was filed by TDP Achanta constituency MLA Pithani Satyanarayana in the High Court on Friday.
The petitioner Satyanrayana urged the court to set aside the impugned GO No.36 dated July 30, 2014 enabling the government to introduce Financial Assistance to the Students of Telangana (FAST) scheme. He told to the court that the GO is illegal, arbitrary and violative of Articles 14, 15, 19(d) and € and 21 of the Constitution. He further said that Article 371-D of the Constitution and violative of Sections 95 and 75 of the AP State Reorganization Act, 2014.
The petitioner said that the Act that came into operative from the appointed day on June 2 intends to provide equal opportunities for quality higher education to all the students in the successor States. He said that the existing quotas in all government or private, aided or unaided institutions of higher, technical and medical education should continue for a period of ten years during which the common admission process should continue.
Pithani Satyanarayana contended that with the issuance of GO that denies equal opportunities to the students whose parents are not residents as on November 1, 1956 which was never been intended by the Act, he said. He further contended that a person who resides or studies for a period of seven years would be treated as a local area whereas through the impugned GO all the stationary obligations have been done away, he said.
The Chief Secretaries of Telangana and Andhra Pradesh Governments and Secretary of APSCHE were named as respondent and the matter will likely to come up for hearing on Monday.
