Speaker visits UP and Bihar to study procedures adopted

In the back drop of the President of India referred the AP State Reorganization Bill 2013 (Telangana Bill) Speaker Nadendla Manohar along with Legislature Secretary S Rajasadaram visiting Uttar Pradesh and Bihar in a bid to study the procedure adopted there.
Nadendla Manohar reached Lucknow on Wednesday to hold discussions with the senior officials on the procedures they followed in discussing the Bill. He would concentrate the procedures, allotment of time to political parties and examining the provision relating to voting of the Bill. The visited warranted him as there was no precedent of such Bill being introduced in either houses of the Assembly. The Speaker would hold meetings with the UP Assembly Speaker and senior officials on Thurs and will be followed by a meeting with legislature officials of Bihar in Patna on Friday. According to him, the exercise aimed at evolving a system wherein elaborate guidelines could be issued to members about participation in the debate.
