Kiran Kumar Reddy's first Cabinet Meeting


December 2, 2010 - Hyderabad

The first cabinet meeting with Kiran Kumar Reddy as the Chief Minister began at 4:30 pm at the Secretariat. The meeting gained special attraction as many of the ministers are dissatisfied with the portfolios allotted to them. Tourism Minister Vatti Vasanth Kumar resigned yesterday. Botcha Satyanarayana and Dharmana Prasada Rao threatened to quit. The dissatisfied ministers planned to go ahead to Delhi to speak with Party president Sonia Gandhi. The Congress high command started the repair work and political Secretary to Sonia Gandhi started speaking with all the ministers over phone and asked them to attend the meeting.

Cabinet Meeting

All ministers sans Vatti Vasanth Kumar attended the meeting. Before the meeting, Botcha Satyanarayana told the media that the Reddy and SC members are given undue weightage in the cabinet. A note prepared by him about the allocations was released to the media. Media men in large numbers queued up outside the Secretariat so as to cover the event. The Chief Minister held a one-to-one meeting with some of the ministers after the Cabinet meeting. The ministers made a document presentation carrying an analysis of which castes got how many positions in 11 ministries since 2004. The cabinet meet ended at 5:50 pm. DK Aruna gave the briefing to the media as to what happened in the meeting.

D K Aruna's Media Briefing

Information and Public Relations Minister D K Aruna briefed the media about the happenings at the meeting. She said that the meeting was opened by Dharmana Prasada Rao by thanking the Chief Minister. Dharmana said that it is fortunate to have Kiran Kumar Reddy as the Chief Minister. The meeting thanked Rosaiah and appreciated him and his team's efforts. Later the Chief Minister thanked Sonia Gandhi for putting confidence in him.

The meeting felt that the pending points that were put in the manifesto of YSR-led Government during the 2004 and 2009 elections should be implemented. Chief Minister Kiran Kumar Reddy suggested the points are taken forward by the new team. The new Government should work towards bringing the Congress-led government in 2014.

The cabinet decided that that 'Ratchabanda' programme to be restarted again on the lines dreamt by YSR. The meeting also said that the losses due to rains should be fixed. This includes rebuilding roads, providing drinking water facilities that were damaged in the rains have to be fixed.

The cabinet also decided to enhance the Dearness Allowance to State Government employees. This enhancement of DA to 8.56% will cost an additional burden of Rs. 1,488 crores to the state exchequer. It also discussed about exporting of high quality rice. The ministers also felt the need for the welfare of contract employees, particularly in the wake of 104 contract employees agitations.

Aruna said that the topic of dissatisfied ministers has not come during the course of meeting.

The meeting decided that either Adilabad or Karimnagar will host the Chevella Pushkarams this year that begins on December 6th. Chief Minister will be inaugurating the program. Dharmana presented the vote of thanks at the end of the meeting.

Minister's Comments after the Cabinet Meeting

  • Panchayat Raj Minister K Jana Reddy said that the meeting went in a very cool and peaceful way.
  • Mines Minister Galla Aruna Kumari said that there was no discussion on the topic of Deputy Chief Minister was held.
  • K V Krishna Reddy said that Agriculture and Minority welfare programs were discussed in the meeting.
  • Botcha Satyanarayana said that he has raised the issue to the senior congress leaders and that they will respond appropriately. He blamed the media for misquoting his words. Botcha said that what he wanted in the Cabinet is balance Community-wise and Region-wise and that media quoted it as dissatisfaction. He said that the Government belongs to everyone and everyone should work together to serve the people.

Situation appeared to be restored to normalcy as dissatisfaction disappeared on the faces of ministers after the meeting. Several of the ministers even said that there was never a dissatisfaction over the portfolios allotted to them. It looks like the mediation attempts made by high command and Kiran Kumar Reddy appeared to work.
