- China defended its increasing military spending saying that it is reasonable and is in line with the country's economic conditions. Chinese Foreign Ministry spokesman Qin Gang refuted Japan's criticism and said that the Chinese People's Liberation Army are not Boy Scouts with spears.
- French foreign minister Laurent Fabius warns Russia of rapid European sanctions if diplomatic attempts to end Ukraine's crisis failed. Sanctions on Moscow could include restrictions on visas.
