New Delhi, Mar.19 : The Administrative Reforms Commission (ARC) has recommended that Panchayats should have the power to recruit personnel and to regulate their service conditions subject to laws and standards laid down by the state government.
The ARC has also said that the evolution of this system should not be prolonged beyond three years. Until then, the Panchayats may draw upon for defined periods staff from departments and agencies of the state government on deputation, Minister for Panchayati Raj Mani Shankar Aiyar told the Lok Sabha in a written reply on Wednesday.
The ARC has also recommended that all states should undertake a detailed review of the staffing pattern and systems with a zero-based approach to Panchayati Raj Institution (PRI) staffing over the next one year in order to implement the policy of PRI ownership of staff.
The Zila Parishads particularly should be associated with this exercise, it said.
Aiyar further said that the government is in agreement with the above recommendations and has felt that any fresh recruitment should not result in any substantial increase in overall administrative costs.
The Ministry of Panchayati Raj is in consultation with state governments and Union Territories on these issues, he added.
