PMK disagrees with creamy layer concept

New Delhi, Apr 14 : Pattali Makkal Katchi (PMK) of Tamil Nadu, a constituent of the ruling United Progressive Alliance at the Centre, has termed creamy layer concept as unconstitutional.

S Ramadoss, PMK founder and father of Health Minister Anbumani Ramadoss, told reporters today that all the leaders who work for social justice should work together to defeat the concept.He said: "The constitutional makers did not approve the creamy layer concept."

The Supreme Court on 10th April upheld the law providing 27 per cent quota for OBCs in higher educational institutions but excluded the creamy layer from its ambit.

The creamy layer concept was first introduced by the Supreme Court in its judgment delivered in November 1992. The court asked the government to exclude the `creamy layer' from the purview of quotas to ensure that only the neediest among the OBCs benefited by reservation.

UPA constituents like the PMK had raised this issue in the Cabinet after Suprime Court's Apr 10 verdict on the matter. The parties were upset over the exclusion of creamy layer and would like the Government to go for a review petition.

While Congress sources say the ruling party is not in favour of filing any review petition, its regional allies are putting pressure on the UPA leadership.
