New Delhi, Sept 5 : The Delhi High Court today issued show cause notices to P Venugopal, the Director of All India Institute of Medical Sciences (AIIMS), and Anbumani Ramadoss, the Union Health Minister and the President of institute's management body, on a contempt petition on the issue of the appointment of the institute's registrar.
In his contempt petition, Dr Manoj Kumar accused Ramadoss and Venugopal of violating the court's March 7 orders to frame guidelines for the appointment of a registrar.
Justice Gita Mittal asked Venugopal and Ramadoss to file their replies by October 31. The court has asked them to give details about the reasons for delay in complying with its order.
In its March 7 order, the court had asked Venugopal and Ramadoss to frame guidelines within six weeks on a petition filed by Kumar.
Kumar had pointed out that in the absence of rules and guidelines, the ad-hoc registrar continued to occupy the post.
Due to differences between the director and president of the institution on the appointment of a registrar, the students were suffering without their fault, said Kumar.
In a recent order, the Delhi High Court had directed Ramadoss to sign on degree certificates after he refused to do so, saying that the Registrar's appointment was "illegal."
