Hundreds of villagers in Bishnupur and Thoubal districts were put on alert as homes and farmlands were inundated.
Incessant rains over the past three days and overflowing rivers have damaged or destroyed houses, drowned swathes of crops and blocked roads.
"The water is knee-deep and higher in some places. The water has entered our homes. Some of us are taking refuge in temples, while others are moving towards other areas," said Inao, a villager.
The situation at Nambol, Oinam and Keinou villages looked grave.
Villagers said a major factor behind the flooding was blocked drains.
"The drainage system has not been properly cleared. The weeds get collected at one place, since people keep pushing them towards the lower end. So, it got swollen and with the river water flowing down from the hills spills onto the village," Surbala Devi, another villager.
Ibohanbi Singh, a local lawmaker said there has been a widespread damage.
"So far around 6000 acres of paddy fields and around 500 fish farms have been submerged. There has been a total loss of around 15 million rupees," he said.
