The Monsoon session of the Parliament today prematurely came to an end, and a crucial debate on the contentious Indo-US civilian nuclear deal failed to take place in both the Houses of the Parliament.

New Delhi, Sept 10 : The Monsoon session of the Parliament today prematurely came to an end, and a crucial debate on the contentious Indo-US civilian nuclear deal failed to take place in both the Houses of the Parliament.

The Left today came out ballistic against the Opposition BJP for not allowing the debate to take place, alleging that the BJP leaders were not willing to make a "categorical opposition" to the deal and disrupted the Parliamentary proceedings as an alibi.

"They wanted to hide their mask and therefore ensured that the debate does not take place," CPI (M) leader Sitaram Yechury said, who also termed BJP's behaviour as 'obdurate'.

"The main Opposition party behaved in a most irresponsible manner," he added.

The BJP led NDA members had been disrupting the Parliament proceedings for last one week and have been demanding constitution of a Joint Parliamentary Committee to look into the nuclear deal.

The BJP, which has demanded scrapping of the Left-UPA panel to review the nuke deal, said that it was not disrupting the Parliament for frivolous issue.

"People should understand that we are not stalling the Parliament for pushing demands for our own benefit but for a national issue," said senior BJP leader Sushma Swaraj.Government's insistence of neither constituting a JPC nor allowing the debate to take place under rules that entails voting have led to their continued protests, she said.

"No JPC, no Parliament," was the refrain from the opposition quarters in the Rajya Sabha as the House today started the debate on the nuclear deal.

"It's a war of nerves,'' Swaraj had said earlier, on asked how long the protest would continue when the UPA Government has already categorically rejected BJP's demand for constituting a JPC.

The Congress party has also blamed BJP for not allowing the debate to take place.

"They are not allowing us to put our stand on the nuclear deal issue to the people," Union Minister for Science and Technology said, and blamed BJP to prevail the air of 'confusion' on the deal.

The UPA government had rejected all three demands of the BJP-constitution of a JPC, scrapping of the Left-UPA panel and holding the debate under rules that entail voting after the end of discussion.

The Government had said that while Constitution does not provide setting up of a JPC to review a decision made by the Executive or the government, the Left-UPA panel is purely an internal mechanism to resolve differences between partners of the UPA coalition and those who are supporting the Government.
