The Union Cabinet today gave its approval for holding of the National Convention of Chairpersons of District and Intermediate Panchayats in New Delhi on December 22.
New Delhi, Nov 30 : The Union Cabinet today gave its approval for holding of the National Convention of Chairpersons of District and Intermediate Panchayats in New Delhi on December 22.
The Cabinet also approved holding of the National rally of Sarpanches (Chairpersons) of Gram Panchayats on December 23, 2007 at Burari, North Delhi.
The Cabinet approved a special assistance of Rs.71.83 crore (plus 15 per cent) for holding the convention and rally.
It also gave its approval for temporary re-appropriation of funds to the tune of 71.83 crore (plus 15 per cent) from the budget allocation (2007-08) for the Scheme of Backward Region Grant Fund (BRGF) of the Ministry of Panchayati Raj for these events.
The re-appropriated fund from BRGF will be recouped through the Third Supplementary Grant or the Revised Estimates (RE) for 2007-08.
The decision for holding convention and rally would enable to commemorate the 15th year of passing of 73rd Constitutional Amendment by Parliament of India on December 22- 23, 1992.
It also creates awareness among the elected representatives of Panchayati Raj Institutions of their Rights and Duties to function as Local Self Government.
The decision regarding funds will help to make expenditure for organising the convention and rally without involving additional allocation to the Ministry of Panchayati Raj for this purpose.
At the instance of Chairperson, UPA, the Government of India in the Ministry of Panchayati Raj, in association with the Ministry of Urban Development, is organising a nation-wide celebration in December.
During convention, a Charter on Panchayati Raj will be prepared, discussed, amended and adopted.
This will be followed by a National Rally at which the Charter will be presented to Prime Minster Dr. Manmohan Singh and UPA Chairperson Sonia Gandhi.
Thereafter both Singh and Sonia will address the rally.
All State Panchayat Raj Ministers are being invited to attend these events.
