The Second National Conference of Central Association of Private Security Industry, (CAPSI), and The Association of Private Detectives &Investigators (APDI) aimed at recognizing the needs of the private security industry in India will commence from 26th November 2007 at PHD House, August Kranti Marg, opposite Siri Fort, New Delhi.
The theme of this year's National Conference has been inspired by the contributions of youth in India to the National Security Industry as well as numerous opportunities available to youth in honing their talent and in turn contributing to the country. Titled "Youth for Safe India", the conference will bring together a forum for interfacing and sharing of knowledge amongst diverse professionals and officials from the Central and State Government agencies, leading Private security agencies, Regulators, Administrators and the universal audience. The sessions will also be graced by International Detective Associations and eminent speakers such as Gerald O'Connell, QPM, Former Chief of London Police, Advisor to Abu Dhabi Government; Lt. Col.(Retd) Aaron Sivan, Chairman, Association of Israeli Investigation Officers; Mr. Ponno Kalastree, Former Chairman of Council of International Investigation & Chairman SEATRO, Singapore; Ms. Joan M Beach, CII, Past President, Council of International Investigators-USA; Mr. John Sexton, President, Sexton Executive Security Inc.USA.
Hon'ble Union Cabinet Minister, Home, Shri Shivraj Patil will grace the occasion and will ceremonially inaugurate the conference on 26th November 2007. Shri Bhupinder Singh Hooda, Chief Minister of Haryana would be the Chief Guest. Important issues related to The Private Security Agencies (Regulation) Act, 2005 and The Private Detective Agencies (Regulation) Bill, 2007 will be discussed in the conference. Shri Mani Shankar Aiyer, Union Cabinet Minister for Panchayati Raj and Youth Affairs & Sports, would give the valedictory address on 27th November 2007.
The PDAR bill 2007 was presented in the Rajya Sabha on the 13th of August 2007. The bill clearly revealed the new vision of the Government. APDI has welcomed the formation of the Central Private Detective Agencies Regulatory Board and the State Regulatory Boards and the provisions to provide due representation to the trade associations. These boards will decide about certification, training and other regulatory processes. The bill has been referred to the standing committee of the Parliament.
The two day conference will mainly focus on the contribution of youth in the field of security. The Private Security Sector is the single largest creator of jobs in the economy. It is estimated that one million job are created every year in the country in the private security sector.
Central Association of Private Security Industry is a community of more then 5 million strong private security personals and industry experts estimate that the number will be growing at 25% per annum over the next 5 years. These trained private security guards are fully equipped to collect intelligence and maintenance of security by virtue of their training and deployment.
Industry experts are of the opinion that the day is not far when trained security guards will be outsourced from India to other parts of the world. Private home land security is assuming great significance and is a matter of great concern all over the world. Policy maker all over the world are fast realizing the significance private security which can both supplement and complement the role of the Government Law Enforcement Agencies.
Kunwar Vikram Singh National Chairman of CAPSI & APDI opined "Youths are the life line of our society, they are the ambassadors to change the mindset of people and create awareness among people. We believe that systematic involvement of the youth in the security sector will enable us to achieve our objective of a safe India".
Echoing his sentiments Secretary General of CAPSI & APDI Capt. Ravee said "Youths are our future, we have a calling from beyond the stars to groom them and give them the right direction so as to enable them to make their best contribution in making India a safe country".
