The Committee appointed by Prime Minister Manmohan Singh to look into the relocation of troops in Jammu and Kashmir will meet here today.
New Delhi, July 24 : The Committee appointed by Prime Minister Manmohan Singh to look into the relocation of troops in Jammu and Kashmir will meet here today.
The panel headed by Defence Secretary Shekhar Dutt is likely to favour immediate withdrawal of troops from orchards, schools and hospitals in the Kashmir Valley or payment of compensation for such deployment to the owners as demanded by J-K Chief Minister Ghulam Nabi Azad.
Dutt is expected to submit the panel's report to Defence Minister A K Antony before his retirement on July 31.
Senior officials of Home and Defence ministries and Director General of Jammu and Kashmir Police Kuldeep Khoda will attend the meeting.
The committee is also believed to recommend the need for the troops to undergo "behavioural changes."
Shekhar Dutt reviewed the security situation in Jammu and Kashmir last week. In Srinagar, Dutt held detailed discussions with Army and State officials. Representatives from Defence Ministry and Union Home Ministry were also present at the meeting.
On March 30, Prime Minister Singh constituted the expert panel along with a committee to review application of the Armed Forces (Special Powers) Act to different areas of the State, after People's Democratic Party (PDP) voiced its demand for withdrawal of troops from the State and even threatened to pull out from the Congress-led coalition in the State.
Defence Minister A K Antony has already expressed his concern over the spurt in terrorist infiltration. The successful infiltration bid by militants from across the border in Jammu and Kashmir trebled to 79 in April 2007, as compared to the same month of previous year. However, during May the figure remained almost same vis-à-vis May, 2006.
Earlier, Antony had said that the any decision on demilitarisation will be taken as per the recommendation of the expert panel, and the panel would ensure that "cardinal aspects of security are not compromised in any manner."
After the Defence Secretary submits his report, a high power committee headed by the Defence Minister, and comprising of representatives of the Central and State governments, would take a decision on the recommendations of the expert panel.
