"The Congress-led UPA Government has made a mockery of the country when it comes to dealing with terrorism. India is probably the only country in the world where there are no strict laws to deal with terrorism. All other countries facing terrorist threat have stringent anti-terror laws," Singh told reporters here.
His statement comes a day after Hyderabad's twin blasts in which at least 42 people were killed and several others were injured.
Senior leader of the party L K Advani has already left for the Andhra Pradesh capital to review the situation.
Union Home Minister Shivraj Patil, who will visit Hyderabad later in the day, has condemned the attack.
"This is a very sad incident. I offer my sympathies to all those who have been hurt in the blasts on behalf of the government," he said.
Patil will be accompanied by a high-level delegation of his ministry, including Special Secretary (Internal Security) M Kumawat in Hyderabad.
Expressing deep shock and condemnation at the blasts, the Communist Party of India (CPI), said: "This is another dastardly and cowardly act of terrorist criminals after the Mecca Masjid incident, who every time choose a spot where common people congregate."
The party also conveyed its grief and condolences to the bereaved families.
The CPI appealed to the government to take all necessary steps to attend to the wounded and suffering people, and to leave no stone unturned to book the perpetrators of this crime.
Saturday's explosions came three months after 16 people were killed in a bombing at the Mecca Masjid in the city.
