KVP Ramachandra Rao

Dr. KVP Ramachandra Rao is a politician belonging to Congress party. He is a member of Rajya Sabha, the upper house of Indian parliament.

Ramachandra Rao was a confidant of former Chief Minister YS Rajasekhara Rao and also served as chief Advisor to Government of Andhra Pradesh during the tenure of Rajasekhara Reddy. He was first elected to the Rajya Sabha in May 2008 and later in 2014.

Titanium Scam case

In April 2014, Ramachandra Rao was indicted by a US grand jury for his alleged role in an international corruption scheme starting June 2006. He was alleged to have bribed to get approval of mining contract with the Government of Andhra Pradesh. Plans were made to bribe Indian government officials with 10 million dollars. According to the indictment, KVP is charged with soliciting and distributing bribes for himself and leaders of Andhra Pradesh and Central Governments. Licenses to mining could have generated 500 million dollars annually in the same of titanium products.

According to US, they have jurisdiction over the case as the suspects used American financial institutions to transfer the bribes. The defendants had planned to sell titanium products to an unnamed American company based in Chicago.

KVP Ramachandra Rao is one of the six persons charged in the case. They are charged with one count each of racketeering conspiracy and money laundering and two counts of interstate travel in aid of racketeering.

On April 23, 2014 U.S. has approached India for provision arrest of KVP. The Interpol has also issued a Red Corner notice against KVP Ramachandra Rao. The alert (A-2828/4-2014) was issued at the request of the Federal Bureau of Investigation (FBI) in the U.S. The Central Bureau of Investigation (CBI) in India has forwarded the Red Corner Notice to Hyderabad police for necessary action.

The CID will inform Rajya Sabha Speaker before making a provisional arrest of KVP. A senior police official said that though the permission of Rajya Sabha speaker is not requested, they would just inform him. Meanwhile, the Chief Metropolitan Magistrate Court (extradition court) Patiala House, in Delhi will decide whether the case is an extraditable case. If the extradition process gets through, KVP will be taken by the FBI to Chicago and will be tried in an Illinois court.

Ramachandra Rao files writ petition in AP High Court

KVP Ramachandra Rao filed a writ petition in Andhra Pradesh High Court challenging the Red Corner Notice (RCN) issued against him by Interpol in the titanium scam case. He cited India's sovereignty and conflict of laws between nations in the petition. He stated that he was not involved in the titanium case and suspected the role of his rivals. He said that no US court has the jurisdiction for trying an offence that occurred in India. He stated that the action of US violates Indo-US treaty of 1997 and the Extradition Act, 1962. He made Centre, State and CID DG as respondents in the case. KVP's counsel moved an urgent lunch motion before Justice Noothy Ramamohan Rao which he refused to entertain it. The judge asked KVP's counsel to file the petition normally and added that he had to verify rules about jurisdiction in matters involving Interpol and foreign courts. Apr 25, 2014

Andhra Pradesh DGP B Prasada Rao said the Crime Investigation Department (CID) in the state has received red corner notice on KVP, but did not receive arrest warrant. The Andhra Pradesh Police are in correspondence with CBI on the same. Apr 27, 2014

Telugu Desam Party chief N Chandrababu Naidu demanded the immediate arrest of Ramachandra Rao. He urged Governor ESL Narasimhan to order arrest of KVP without any further delay. Apr 27, 2014
