Navin Chawla


Navin Chawla (aka: Naveen Chawla) is a former Indian Chief Election Commissioner of the Election Commission of India. He took charge from N Gopalaswami on April 21, 2009 in the midst of the five-phased 2009 Lok Sabha Elections and oversee the remaining four phases of the polls. He was replaced by SY Quraishi.

Professional Biography

Chawla is an IAS officer of the 1969 batch.

Chawla served the government of India in various capacities. He had last been the Secretary in the Ministry of Information and Broadcasting. He has also worked as the Secretary of the Union Public Service Commission (UPSC).

At the time of emergency, Chawla served as the secretary to the Lieutenant Governor of Delhi. Chawla has also been the proud recipient of the Mazzini Award, which was presented to him by the Italian Government for his contribution in promoting ties between India and Italy.

BJP's petition for removal of Chawla - 2006

Reports say that in 2006, the BJP submitted a petition to the then President A.P.J. Abdul Kalam seeking the removal of Chawla from his office under Article 324(5) of the Constitution and when Kalam forwarded the petition to the Prime Minister, the UPA Government found no merit in the BJP's allegations. Later, the BJP took its demand to the Supreme Court where its arguments seemed to make no headway. It withdrew the petition in August 2007.

Gopalswami's demand for removal of Chawla - January 2009

In January 2008, the BJP leaders took the matter up with the Chief Election Commissioner N. Gopalaswami who served a notice on Chawla. Gopalaswami has demanded the removal of Navin Chawla over charges of 'partisanship'. The recommendation was sent to the President Pratibha Patil who has forwarded it to the Prime Minister Dr. Manmohan Singh. Chawla has ruled out the possibility of his resignation in the wake of a recommendation. Opposition party, the Bharatiya Janata Party has demanded Chawla's removal citing his close political attachment to the Congress Party. Law Minister H R Bhardwaj condemned Gopalaswamis behavior and critisised Gopalaswami for his insistence on removal of Chawla. Bhardwaj said CEC's recommendation EC Chawla is not binding literally rejecting the recommendation.

The recommendation was, however, rejected by the President on March 1, 2009.

Chawla was appointed Election Commissioner on May the 16, 2005 and will hold charge till July 29, 2010.
