Qamaruz Zaman Kaira is Federal Minister for Kashmir Affairs and Northern Areas. On March 15, 2009, he is appointed as the new Pakistan Information and Broadcasting (IB) Minister following the acceptance of resignation of Sherry Rehman.

In October 09, Kaira admitted that there are strings attached with the Kerry-Lugar Bill and that there is no rift between Govt, Army over the bill.

In July 2010, Kaira rejected reports that the government is planning to stifle the country's media through a bill which would be tabled in the National Assembly soon. He said that as far as Islamabad is concerned, the Kashmir issue is and will always be the core subject of discussions between Pakistan and India.
