In July, the Congress announced it will go ahead with Indo-US Civil Nuclear deal even if Left Parties withdraw support. Dr. Singh dismissed allgeations that IAEA safeguards agreement would compromise India's strategic programme. However, the BJP continued to lampoon on Singh and Sonia Gandhi on their continued defence of the draft text. The deal has put the UPA Government into trouble forcing it to go for a Motion of Confidence in the Lok Sabha
U.S. Ambassador to India, David C. Mulford said US will convince Pak not to vote against India at IAEA at the Vienna meet. Earlier, the G8 nations confirmed support to India over Indo-US nuclear deal and that they are ready to help meet its energy needs.
In July 2008, the Government of India unveiled text of IAEA safeguards pact IAEA. Reacting on the development, Manmohan said his government would approach the IAEA "very soon" and once it takes the decision the process in this regard was expected to move "pretty fast".

He will be make a speech on the Millennium Development Goals and meet U.S. President George W Bush at the White House Oval Office on September 25, possibly sign the Indo-US nuclear deal, address the UN General Assembly on September 26
After his US Visit, Manmohan Singh visited France on September 27 where he attended the Indo-European Summit at Marseilles on September 29 and hold a meeting with the French President Nicolas Sarkozy. India and France are working towards signing a framework agreement to start nuclear commerce between the two countries. The agreement is likely to be signed in Dr. Singh's presence on September 30.
On July 28, PM and Sonia visited bomb blast sites and met the survivors in Ahmedabad. The day before, he is briefed about the security situation in the country by Union Home Minister Shivraj Patil.
In August 2008, Manmohan presented awards for small and medium enterprises, did an aerial survey of the devastation in Bihar, expressed condoles passing away of K K Birla, announced assistance to victims of Orissa violence, spoke with BIMSTEC officials
In September 2008, Manmohan termed Delhi Police Special Cell inspector Mohan Chand Sharma as an an exceptionally brave officer. Sharma died in an encounter with militants in Jamia Nagar, New Delhi
In October 08, he went on a two-day visit to Jammu and Kashmir to inaugurate Baglihar project, laid foundation stone for chancery-cum-residence complex of the Embassy of Palestine at New Delhi, reaffirmed support to the Palestinian cause to Palestinian Authority President Mahmoud Abbas, participated in a cabinet meet review over attacks on Christians, attended Duesshera celebrations at Subhash Maidan, directed Minister E. Ahmed to visit violence-hit Assam. He met Chinese President Hu Jintao on the sidelines of Asia-Europe Meeting (ASEM) Summit in Beijing. Singh said he was not happy with shifting of Tata Motors from Singur. He expressed concern about ongoing inflation and financial crisis. Speaking on recent violence in Maharashtra and its backlash in Bihar, he said Political parties should realise gravity of situation fanning regional tensions. Back home, he attended Granth Sahib tercentenary celebrations, inaugurated Department of Atomic Energy facilities.
In December 08, he hailed the smooth conduct of J-K elections.
