B Naveen Kumar


B Naveen Kumar is an IPS officer of 2008 batch. He was an Assistant Superintendent of Police (ASP) of Rampachodavaram in East Godavari district. He gained prominence when he filed four cases in a police station against Superintendent of Police CM Trivikrama Varma.

As ASP in Rampachodavaram

Naveen Kumar was posted as the Assistant Superintendent of Police in 2012. He focused his attention on cases involving illegal transportation of ganja. The ASP has booked 14 cases within a span of three months after he was posted.

The ASP has raised serious allegations against the SP saying that he was put under pressure by the ASP not to deal with cases of ganja smuggling. He also alleged that SP has asked him to release some of the accused. Moreover, the SP's driver had contacts with the ganja smugglers, he alleged. Despite repeated pleas to the SP to take action against the driver, the SP ignored him.

Naveen Kumar also alleged that the SP is harassing him by not granting him medical leave and instead chose to refer his medical certificate to Medical Board. Naveen alleged that the SP even threatened the doctor who issued the certificate. Naveen Kumar has filed four cases against the East Godavari SP Trivikrama Varma including attempt to murder, criminal intimidation, obstructing the duties of public servant and misuse of official position.

Following the allegations, the top brass of police has ordered an inquiry on the allegations to be conducted by East Godavari DIG G Suryaprakash Rao.

Home Minister reacts to Allegations

Andhra Pradesh Home Minister Sabitha Indra Reddy was not impressed by Naveen Kumar going to the media instead of taking the issue to the higher authorities. She told the media on 2 September 2012 that Naveen Kumar could face disciplinary actions for taking the issue to the media violating the code of conduct. Earlier in the day, Naveen Kumar once again spoke to the media and said that he has proofs substantiating the allegations he made and also demanded a probe by the CBI.

On September 3, Naveen Kumar was suspended for approaching the media and making allegations against senior police officials which amounted to misconduct and contravention of Rule 17 of the All India Services (Conduct) rules, 1968.

State Human Rights Commission

A petition was filed in the State Human Rights Commission against the life threat on Rampachodavaram ASP Dr Naveen Kumar. The HRC has directed the DGP to submit its report on the threat by September 29.

CAT revokes suspension

The Common Administrative Tribunal, on 18 September 2012 directed the AP State Government to revoke the suspension orders of Naveen Kumar.
