Hays Quarterly Report: Spike in Demand for Skilled Temporary Workers in Japan

July 17, 2012 - Tokyo

Japan is experiencing a spike in demand for temporary roles across a range of professions, says Hays Specialist Recruitment Japan KK ("Hays").

In its Quarterly Report for July to September, Hays outlines the major demand movements across eleven sectors in Japan - pointing to a market-wide call for skilled temporary staff.

"Demand has remained steady for skilled professionals in Japan, and there is a clear shortage. The current spike in demand for temporary workers can be seen as a compromise, as employers are increasingly desperate to fill open roles and can take on these candidates more quickly than for permanent equivalents. It is an indication of the resilience of demand, particularly for experienced multilingual candidates," says Japan-based Hays Operations Director, Asia, Christine Wright.

"Despite the lifestyle benefits and opportunities for diverse experience temporary roles provide, candidates tend to continue to focus on permanent positions in Japan. This is exacerbating demand, as many qualified candidates hold off on accepting a quality temporary role.

"The resilience in demand is more than replacements. Organisations are adding headcount or establishing new offices in Japan - in some cases, they are creating positions simply to bring on talent when they find it."

According to the Hays Quarterly Report for July to September, demand is highest for the following skilled professionals:

Hays Accountancy & Finance: FP&A Managers and staff, particularly Financial Analysts, are in demand. Bilingual FP&A candidates are already in very short supply, and demand is increasing as new headcount is approved. Accounting Managers, Senior Accountants, Accounting Supervisors, Accountants and Auditors are also sought.

Hays Banking: Compliance Officers, from Associate to Director, are in demand across the market, and particularly in IBD compliance as investment banks focus on this as a growth area. Demand is high for Credit Risk Management specialists, Bilingual Project Managers and Relationship Managers in both corporate banking and asset management.

Hays Finance Technology: Project Managers and Business Analysts are in high demand, in response to off-shoring and outsourcing of IT and infrastructure build-out projects at banking and insurance houses. IT audit, risk and security specialists are needed to enhance IT systems while Infra Engineers, Application Support specialists and Programmers are sought.

Hays Human Resources: HR Business Partners, Compensation & Benefits Managers, Recruiting Managers, L&D Managers and HR Managers are needed as companies invest in HR.

Hays Information Technology: Business Analysts and ERP Consultants are in demand as companies push through backlogged projects. Java Developers, Mobile Developers and PHP Developers are also needed.

Hays insurance: Junior sales professionals are sought by insurance agents, reflecting strength in the market. Claims Adjusters are also in demand.

Hays Legal: Commercial Contract Managers are sought, as companies expand. Energy and Project Lawyers, Regional Counsels, In-house General Counsels, Legal and Compliance Officers and qualified Japanese Lawyers are also needed.

Hays Office Professionals: As overseas headquartered businesses grow in Japan, demand is up for bilingual office support, particularly Executive Secretaries. Translators, Office Managers, General Affairs, Office Administration and Legal Secretaries are also needed.

Hays Property: Heads of Corporate Real Estate are in high demand, as organizations improve management of their corporate real estate strategy. Real Estate Research and Consulting professionals, Retail Expansion Managers and Outsourced Facility Managers and Project Managers are also needed.

Hays Sales & Marketing: Junior Sales Representatives are in demand, as companies invest in their sales force. Demand is also high for Digital Marketing professionals, skilled e-commerce professionals and Retail Operation Managers.

Hays Supply Chain: Process improvement professionals, EHS, QA/Logistics Managers and Supply Chain Managers are all sought. These are considered critical positions to cut unnecessary costs, shorten delivery lead times and improve overall quality.
